Rank the goals and objecliv In Step One you identified your community's flooding problem. Now it's time to start thinking about how to deal witb it. Consider all aspects of land use planning and development, not just floodplain mitigation. Developing a mitigation plan reduces flood risks along with many other benefits. Undevel- oped floodplain land provides natural resources and functions of considerable economic, social, and environmental value. Unfortunately, these areas are often overlooked when deciding local land use issues. The overview section in this guidebook, "Developing your Plan," lists the Where are we now? The planning process helps communities identify goals and objectives they wish to accomplish. This section shows you how to organize your thoughts and ideas and how to get people involved problem solving. "What Are Our Goals and Obiectives?" Goals are general guidelines which explain what you want to achieve in your community. Based upon these goals, you develop the specific objectives needed to reach them. Plans and actions based on clear goals are more likely to succeed at meeting the community's needs. Goals may include, but are not limited to, the following: ./ Reduce flood damage ./ Improve water quality ./ Protect the public health, safety and welfare ./ Promote the community's long-term economic prosperity .
