<br />This report summarizes a two-part flood plain <br />drainage study for the City of Sterling, Colorado. <br />objectives of this study are to: <br />a. evaluate the e~istlng Pioneer Ditch and related drainage ditches <br />and recommend feasible improvements. <br />b. eliminate importation of storm waters into the Sand Creek Basin <br />and assure the safe exportation of storm water odginating'in <br /> <br />Information and <br />Tile principal <br /> <br />A conceptual master drainage plan is proposed for tile entire city <br />whiCh would significantly improve local storm runoff management, and <br />also reduce damages from regional flooding. The report includes a <br />technical addendum containing supporting hydrologic and engineering <br />data wllich may further be used in: (1) ~king submittals required by <br />the National Flood Insurance Program, and (2) detailed site spe<:1fic <br />engineering studies of proposed improvements. <br /> <br />I. TheBoard's <br />power and duty is... <br />"... to devise and formu1atemethods, means, and plans forbringi n9 <br />about the greater ut1l1zation of the waters of the state and the <br />prevention of flood damages therefrom and to designate and approve <br />storm or flood water runoff channels or basins, and to make such <br />designations available to legishtivebodies or oities and incorp- <br />orated towns, to county planning commissions, and to boards of <br />adjustment of cities, incorporated towns, and counties of this <br />state..." <br /> <br />Purpose and Scope <br />This report is intended to guide the City of Ster1ing i.nplanning <br />future land use of flood-prone areas ln theSandCreektlasin. ltshould <br />also help the City to set priorities in mitigating flood and drainage <br />problems. rtincludes Information on the severity and extent of probable <br />future floods. This report also contail1S maps delineatin9 f100ded areas <br />for the 5- and lOO~year events, and flOOd water elevation profiles for <br />the 5-. 10-, 2S-, 50-, 100_, ~~~ 5C'a-ycJ.l" t..'t~t~. <br />Thestudyevaluatesstructuralandnonstructurallmprovementplans <br />to either eliminate much of the damage from future floods or regulate <br />developr.lentinf1oodhazardareas. Several options are available to the <br />City for regional flooccontrolanddrainageirnprove'l1ent. Tlleseoptions <br />are pres~nted to guide future development below the Pioneer Drainage ~itch. <br /> <br />as stated in Section 37-60-106(0) of the Colorado Revised Statu teslg73. <br />The cities. incorporated towns, and counties within the study area <br />~~y provide zoning regulations... <br />"...toestablish,regulate,restrict,andlimitsuchusesonor <br />along any storm or f100dwater runoff channel or basin, as such storm <br />orfloodwaterrunoffcllannelorbasinhasbeendesignatedandapprov- <br />ed by the Colorado Water Conservation Board, in order to lessen or <br />avoid the hazards to persons and damage to property resulting from <br />the accumulation of storrn or flood waters..." <br /> <br />as stated in Section 30-28-111 for county governments and Section 31-23- <br />201 for municipal governments of tile Colorado Revised Statutes 1973. <br />Upon official approval of L~is report by tile Colorado Water Conserv- <br /> <br />atjo~ Soard, t~c J.rta~ described J~ bti~g i~~~datcd by the <br /> <br />lOO-year flood (intermediate regional flood) can be designated as flood <br />hazard areas and their use regulated accordingly by the local agencies. <br />The terms "intermediate regional flood", "lOO-year flood",and "one <br />percentf1oad" can be used Interchangeably since they refer to th esa"", <br />flood.
