Although we <br />have included plans and specifirntions for construction of the berm in <br />our submittal, we wish to emphasize that this information must be considered <br />preliminary in nature. As you are aware, we had a very limited project <br />budget for engineering services ($1,000) which precluded the collection <br />of complete field surveys which would be needed for a more detailed and <br />accurate design. Because of these restrictions, the alignment for the <br />flood protection benn and layout of the cross-sections are approximate only. <br /> <br />The infonnation herein may be used for the following purposes: <br /> <br />1. To estimate approximate construction costs for either a capital <br />improvement budget, or for use in applying for a construction <br />grant. Total estimated construction cost is $20,000. <br /> <br />2. The plans and specifications may be used as guidelines for <br />construction by Hinsdale County personnel, if alignment and grade <br />are staked in the field by an engineer (with field design as <br />needed) and if field adj ustments during construction are <br />permlssable. The plans and specifications should not be used <br />as the basis for a fonnal bidding process to outside contractors. <br /> <br />If the Town of Lake City does decide to put the project out for <br />bid, it would be necessary to provide a more detailed design. This <br />would require field surveys consisting of cross-sections of the entire <br />channel at 25 to 50 foot intervals plus subsurface exploration to determine <br />existing soil conditions. <br /> <br />It appears that portions of the flood berm will be constructed on <br />private property. Again, we wish to emphasize the importance of obtaining <br />written easements or right-of-way agreements with private landowners before <br />construction of the flood benn on private property. <br />
