Re: Prel iminary Design Information for
Henson Creek Flood Protection Benns

Dear Members of the Board:

Accompanying this letter is the preliminary design for construction
of a flood protection benn on the north and south banks of Henson Creek
from the Gunnison Avenue Bridge to the mouth of the canyon. Although we
have included plans and specifirntions for construction of the berm in
our submittal, we wish to emphasize that this information must be considered
preliminary in nature. As you are aware, we had a very limited project
budget for engineering services ($1,000) which precluded the collection
of complete field surveys which would be needed for a more detailed and
accurate design. Because of these restrictions, the alignment for the
flood protection benn and layout of the cross-sections are approximate only.

The infonnation herein may be used for the following purposes:

1. To estimate approximate construction costs for either a capital
improvement budget, or for use in applying for a construction
grant. Total estimated construction cost is $20,000.

2. The plans and specifications may be used as guidelines for
construction by Hinsdale County personnel, if alignment and grade
are staked in the field by an engineer (with field design as
needed) and if field adj ustments during construction are
permlssable. The plans and specifications should not be used
as the basis for a fonnal bidding process to outside contractors.

If the Town of Lake City does decide to put the project out for
bid, it would be necessary to provide a more detailed design. This
would require field surveys consisting of cross-sections of the entire
channel at 25 to 50 foot intervals plus subsurface exploration to determine
existing soil conditions.

It appears that portions of the flood berm will be constructed on
private property. Again, we wish to emphasize the importance of obtaining
written easements or right-of-way agreements with private landowners before
construction of the flood benn on private property.
