<br />Comprehensive Basin Planning <br /> <br />The need for comprehensive basin planning has been identified as a major <br />strategy in the IHMT reports for 1993,1994, and 1997 and in the State's Multi- <br />Hazard Mitigation Plan. <br /> <br />Previous interagency teams recommended state-wide comprehensive basin <br />planning as well as basin planning specifically for the five major basins of the <br />state which are the Missouri River Basin, James River Basin, Souris River <br />Basin, Red River Basin and the Devils Lake Basin. <br /> <br />Recommended Action: Continue comprehensive basin planning. <br /> <br />Lead Agency(ies): North Dakota State Water Commission (SWC). Support will <br />be drawn from county water districts and their joint water district organizations, <br />and existing intrastate and international water-management entities. <br /> <br />Implementation Strategy: Annually, the SWC updates and keeps current a <br />State Water Management Plan. The State Water Management Plan is a forum <br />for comprehensive basin planning. Water districts identify priority needs and <br />projects and submit them to the SWC for inclusion into the State Water <br />Management Plan. If a project is not included in the State Water Management <br />Plan, it will not be a priority for state funding. <br /> <br />The SWC will utilize the planning process to forge basin-wide water <br />development planning efforts for the five basins noted above. The annual <br />update will allow refinements of or inclusions of planning strategies outlined in <br />the plan. <br /> <br />Funding: In the 1999 Legislature, Senate Bill 2188 authorized and projected <br />the state's share of the tobacco lawsuit settlement dollars through bonding for <br />water development. <br /> <br />Time line for implementation: The effort will begin immediately and continue <br />beyond the year 2011. During 1999-2000 the state will begin to implement <br />projects. This planning effort will provide an opportunity for the SWC to <br />continue to encourage basin planning. Additionally, coordination of the Multi- <br />Hazard Mitigation Plan with the State Water Management Plan activity will <br />occur in 2000. <br /> <br />6 <br />
