Dlanning. and <br />development ofFEMA's commitment to nationwide disasters. <br /> <br />Lead Agency: Federal Government and State Contact: Tribes <br /> <br />Date Started: Immediatelv Projected Completion: 2000 <br /> <br />Process of Implementation: Set UP meeting to discuss the interagencv goals and obiectives. <br />Recommend to congress and Federal National contacts to work cDllectivelv and effectivelv with <br />Indian Nations. Cultural and legal sensitivity is a maior factor for the Spirit Lake Nation in light <br />of lawsuits to discuss iurisdictional merits of state. Recommendation SLN identified <br />environmental iniustice in flDodDlain management of their resources (surface water. lands) in <br />1996 when federal dollars failed to Drovide levees and dikes for protection of district <br />communities. We are determined to change mind-sets. inherent attitudes and racism that <br />confronted our efforts to enhance a greater understanding of Indigenous Nations bv encouraging <br />State and Federal governments to initiate concerted efforts to work more effectivelv. <br /> <br />Periodic Status Reports will be due every 1 mDnth(s). One month for initial start UP. <br /> <br />Current StatusIProgresslResults: Has anvone (State or Federal) asked the Tribes what thev need? <br />Have Tribes experienced direct benefits that address the long-term or actual need of their <br />communities. We are a distinctive Nation with a culture. language. values and spiritualitv whose <br />needs are greater than what State and Federal official have identified recentlv. <br /> <br />Agency Evaluation of Recommendations: Create a Tribal Interagencv Mitigation Team to <br />recognize the sDvereigntv and autDnDmv of Indian Nations. Coordinate an effort to network. <br />Federal and State relations through current mechanisms but goal-oriented to the needs of an <br />Indian Community. <br /> <br />General Comments: SLN has been mitigating their flood disaster - relation Droblems since 1993 <br />using IA and PA funding working collectivelv with both Federal and State government. We have <br />vet to experience the full impacts DfhDW "federal dollars" will make Spirit Lake Nation a disaster <br />resistant community. SLN requests written reDOrts to reflect FEMA's commitment to the Indian <br />PDlicv Guidance document.
