11. METHOD OF PAYMENT MEC shall submit monthly statements for Basic, Special and Additional Services rendered, near the beginn1ng of each month for work completed through the 25th of the previous month. The statements will be based upon MEC's estimate of the Basic and Special Services completed at the time of billing. ENTI-[ES shall make prompt monthly payments in response to MEC's monthly statements. 12. BASIS OF PAYMENT The basis of payment for Special Services provided by MEC and Additional Services provided by MEC, as may be required by amendment to this Agreement, will be on an hourly rate basis. The hourly rates wi 11 be in accordance with the Schedule of Hourly Rates in effect at the time the work Is performed. The current Schedule of Hourly Rates, dated January 26, 1986, is attached as Exhibit A and will be superceded by new rates for 1987. Changes in rates will not be justi fication to exceed tile estimated maximum costs for Special Services in Paragraph 10. Special and Additional Services provided by third parties, through MEC, will be charged at invoice cost plus five percent (5~), for administrat~ve and other costs. The b.osis of payment for Basic Services will be a percentage of the lump sum amount based upon the total work completed through the billing periOd. 13. CHANGES IN SCOPE OF SERVICES ENTITIES may request changes in the Scope of Services. Such changes that are mutually agreed upon by and between ENTITIES and MEC Shall be incorporated into written. amendments to the agreement. 14. REUSE OF DOCUMENTS All dor 'ments, including drawings and specifica:,ons prepared or fur- nished by NEe (and M~C'S independent professional associates and con- suHarts), pursuant to this Agreement are instruments of service in respect of the project and MEC Shall retain an ownership and property 4nteres: therein whe:her or not the project ;s completed. ENTITIES may make and retain copies for inFormation and reference in connection with the use and occupancy of the project by ENTITIES and others; how- eve;-, such documents are not intended or represen:ed to be suitable for r0use by ENTITIES or ot~ers on extensions of the project or reuse
