It is a pleasure to send you the enclosed report on flood damage estimates for the U.S. Two years
ago we asked you to provide information about historical flood damage in your state. We greatly
appreciated your response to that request. The cooperation of state emergency management
agencies was essential to do a thorough evaluation of the flood damage estimates compiled by
the National Weather Service (NWS).

A few states were able to provide reasonably complete records of flood damage over a period of
at least 20 years. Damage estimates from California, Colorado, Michigan, Virginia, and
Wisconsin were systematically compared with NWS estimates. Other states had shorter records,
but provided examples that were useful in the description and analysis. It was also useful to
learn that many states do not collect flood damage information beyond that required under
FEMA programs. Many representatives of state emergency management agencies expressed
interest in having more damage information.
