e

The Flood Mitigation and Recovery annex deals with common aspects of flood recovery,
however, the unexpected will happen_ The failure of a flood control structure, for
example, can mean rebuilding an entire section of a community_ Key staff people may be
out of town or unable to handle the pressure, or adverse weather may delay outside help
Contingencies like these are part of the conlext of recovery. By following this guidance,
as much as possible about the "normal" tasks of post-flood recovery, local government
staffs will be prepared to do these with more ease, giving themselves a better chance of
handling the "abnormal" tasks effectively.

At a minimum, the following documents will be key to a successful mitigation of a
flooding situation:

. Flood Insurance Rate Map (FIRM) or most recent NFIP map
. floodplain management ordinance _ _
. local hazard mitigation plans and information about previous flooding
. emergency response plan, including shelter plans
. master plan information
. zoning ordinance and maps
. procedures for processing planning and building permits
. lists of historic buildings

Other relevant materials, such as census data, housing plans, or economic development
e plans, may be useful, if readily provided.

e

2
