<br />. <br /> <br />e <br /> <br />. <br /> <br />-' <br /> <br />RESTORING SERVICES <br /> <br />The ability to deliver essential services to people is often destroyed by a flood. Quick <br />restoration is essential to protect public health and safety. <br /> <br />. <br />Utility systems are particularly vulnerable to flood damage. Areas without essential <br />services need to be identified quickly to plan for meeting the needs of the people In areas <br />left without water, the Red Cross or other Voluntary Organizations Active in Disasters <br />(VOAD) can arrange for water to be trucked in. If it appears that repairs to the syslem <br />will take weeks or months, a temporary, above-ground distribution syslem may be <br />necessary. <br /> <br />The loss of other public facilities also brings the need for immediate adjustments. <br /> <br />13 <br />
