<br /> <br />State of Colorado 1276-DR.CO <br />Interagency Hazard Mitigation Team Report <br /> <br />July 1999 <br /> <br />Executive Summary <br /> <br />The Colorado Interagency Hazard Mitigation Team convened on June 24, 1999 to identify <br />issues, review existing recommendalion, and determine long term hazard mitigation strategies <br />and opportunities. <br /> <br />The purpose for this Interagency Hazard Mitigation Team Report is to identify long and short <br />term hazard mitigation recommendations for implementation at the State, Federal, and local <br />levels of government. These recommendations will serve as the basis for updating Colorado's <br />State Mitigation Plan. <br /> <br />Breaking the "disaster-rebuild-disaster" cycle in the United States. has become the Federal <br />Emergency Managemenl Agency's (FEMA) national priority. Mitigation is helping communities <br />to prevent future disaster events by rebuilding wisely and is the core to a disaster resistant <br />community. <br /> <br />This report contains a list of participants, general mitigation information including the National <br />Flood Insurance Program, the Hazard Mitigalion Grant Program; Project Impact information, <br />Colorado Natural Hazards Council, and acronyms. In addition, this report continues to build <br />upon the previous team report developed from the 1997 Hazard Mitigation Team Report. The <br />recommendations from that report were reviewed, and are still being pursued, <br /> <br />On May 17, 1999 President Clinton issued a Presidential Disaster Declaration, 1276-DR-CO in <br />Colorado. The declaration was a result of severe storms, flooding, landslides, and mudslides that <br />affected the state between April 28, 1999 through May 19, 1999. The following counties were <br />declared for Individual Assistance and Public Assistance: <br /> <br />Bent <br />El Paso <br /> <br />Larimer <br />Otero <br /> <br />Pueblo <br />Weld <br /> <br />The following counties were added for Public Assistance only: <br /> <br />Crowley <br />Custer <br /> <br />Elbert <br />Fremont <br /> <br />Kiowa <br />Las Animas <br /> <br />Hazard Mitigation Grant Program funding is available to all counties statewide. Project <br />priority will be given to the declared counties. <br /> <br />As of July 21, 1999 the total estimated expenses for 1276-DR.CO has exceeded $31,300,000 <br />(see chart on page 4). <br /> <br />1 <br />
