FEDERAL GUIDELINES FOR SELECTING
AND ACCOMMODATING INFLOW DESIGN FLOODS FOR DAMS
A. Background

An Ad Hoc interagency committee on dam safety of the Federal Coordinating

Council for Science, Engineering, and Technology prepared "Federal Guide-

lines for Dam Safety" which were published June 25, 1979. Preparation of

these guidelines was directed by a Presidential Memorandum, dated April 23,

1977, to several Federal departments and agencies. A second Presidential

Memorandum, dated October 4, 1979, directed Federal agencies to adopt and

implement the "Federal Guidelines for Dam Safety." Those guidelines were

part of a national effort to enhance dam safety.

B. Purpose

The primary purpose of this document is to provide general guidelines on

procedures for selecting and accommodating IDFs (inflow design floods) for

use by Federal agencies in developing agency criteria. It is expected each

agency will supplement these general guidelines as necessary to accomplish

their specific mission. The Federal Guidelines for Dam Safety outlined the

technical activities that agency management needs to undertake to ensure

safe design of dams. The ICODS (Interagency Committee on Dam Safety) has

established an interagency work group to provide more complete guidelines for

selecting and accommodating IDFs to ensure more uniformity in application.

These guidelines expand upon the information provided in subsection 1.

"Hydrology," and subsection 4, "Hydraulic Appurtenances," of Section III.S.,

"Management of Technical Activities - Site Investigation and Design," of the

Federal Guidelines.
