<br />making flood releases. Grounded transmission lines, loss of <br /> <br /> <br />substations, and powerload interruptions could prevent operation <br /> <br /> <br />of turbines. All units should not be considered available for <br /> <br /> <br />operation and if there is only one unit, it should be considered <br /> <br /> <br />unavailable. <br /> <br />. Bypass outlets for generating units may be used if they are or can <br /> <br /> <br />be isolated from the turbines by gates or valves. <br /> <br />. 1n flood routing, assumed releases are generally limited to <br /> <br /> <br />maximum values determined from project uses. by availability of <br /> <br /> <br />outlet works, tail water conditions including effects of downstream <br /> <br /> <br />tributary inflows and wind tides, and downstream nondamaging <br /> <br /> <br />discharge capacities until allocated storage elevations are <br /> <br /> <br />exceeded. When a reservoir's capacity to regulate flows is <br /> <br /> <br />exceeded. then other factors. particularly dam safety, will govern <br /> <br /> <br />releases. <br /> <br />.'During normal flood routing, the rate of outflow from the reser- <br /> <br />voir should not exceed the rate of inflow until the maximum <br /> <br /> <br />inflow occurs. nor should the maximum rate of increase of outflow <br /> <br /> <br />exceed the maximum rate of increase of inflow. This is to prevent <br /> <br /> <br />outflow conditions from being more severe than predam conditions. <br /> <br /> <br />PtI exception to the preceding would' be the case where streamflow <br /> <br /> <br />forecasts are available and high early flood releases could serve <br /> <br /> <br />to reduce maximum flood releases. <br /> <br />18 <br />
