<br />Guidelines for initial elevations based on storage allocations follow: <br /> <br />. No allocated or planned flood control storage. - The flood routing <br /> <br /> <br />usually begins with the reservoir at the top of conservation <br /> <br /> <br />storage. Regulation studies may show pool levels either higher or <br /> <br />lower than the top of conservation pool would likely prevail <br /> <br /> <br />during the critical IOF season. In such cases, results of those <br /> <br /> <br />specific regulation studies should be analyzed to determine an <br /> <br />appropriate initial pool level for routing the IOF series. <br /> <br />. Exclusive flood storage space allocated. - The flood routing <br /> <br /> <br />usually begins with the reservoir at the bottom of the flood <br /> <br /> <br />storage space (top of conservation pool) when the IOF series is <br /> <br />used. If the antecedent flood from the IOF series is not included <br /> <br /> <br />in the routing, a conservative initial pool level should be <br /> <br /> <br />selected based on hydrologic considerations. In special cases, <br /> <br /> <br />pool levels higher or lower than the top of conservation pool may <br /> <br /> <br />be selected when results of regulation studies clearly show such <br /> <br /> <br />conditions would prevail during the critical IDF season. <br /> <br />. Joint-use storage. - Joint-use storage is usually established as <br /> <br /> <br />exclusive flood control storage during a specific time of year and <br /> <br /> <br />as conservation storage during the remainder of the year. The <br /> <br /> <br />flood routing usually begins with the reservoir at the bottom of <br /> <br /> <br />the specifically allocated flood storage space (including joint <br /> <br /> <br />use) or as determined from regulation studies as discussed in the <br /> <br /> <br />pre<:eding paragraph. <br /> <br />b. Reservoir constraints. - Flood routing criteria should recognize <br />constraints that may exist on the maximum desirable water surface <br />15 <br />
