It'i s my understand i ng that you wi 11 act as
a mediator between the two boards as soon as you have had time to read
and digest as m.uch material as you can regarding the situation. Hopefully,
what I am sending you wi I 1 be of some benefit.

Enclosure #1 ~ Thts.is the contract under which weare currently operating.

Enclosure #2 ~ 9 - Several pieces of correspondence which has led to
feelings of ill will between the two towns.

Enclosure #10 - In an effort. to bring bi 11 ing practices back in 1 ine
with the contract, (Paragraph III (B))th is bill was sent.

Enclosure #11 - 12 ~ Document:sreferring to Enclosure #10.

Enclosure #13 - 14 - Bi 11 ing statement and reply letter.

Enclosure #15

18

Documentation of what other towns bill for services.

Enclosure #19 - Calculations per contract for 1st & 2nd Quarters 1989.

At this point in time, Georgetown .believes that Silver Plume is not paying
their fair proportionate share for wastewater treatment as outlined in the
contract. Georgetown desires a per tap charge,.with control of the plant
remaining now and forever in the hands of Georgetown.

Your attention to this matter is greatly appreciated, and either Mayor
Buckley or myself will be contacting you in a few days to get your input.

Sincerely,

~UJ'.~4~

Steven W.
