LOCATION: Plume Saloon. <br /> <br />The meeting began when representatives from Georgetown indicated that <br />considering the establishment of a district or an authority for governing <br />purposes was not feasible in their opinion. The Georgetown group felt <br />that differences between the towns could be resolved and an amendment to <br />the existing intergovernmental agreement executed to incorporate new terms <br />and conditions. <br /> <br />Nonetheless, the organizational structure of both these governmental <br />entities was discussed. A district with a elected board of directors and <br />taxing authority seemed to be unfavorable option to both groups. The <br />authority had some support by the Silver Plume group because tbe control <br />over the membership to the authority board would still be dictated by the <br />respective town boards. Ultimately both groups felt that another layer of <br />government would add costs and remove direct control by the boards. <br />Therefore, discussion moved on to reconciling differences concerning the <br />cost of plant operations and the fees paid by Silver Plume. <br /> <br />Due to real/perceived (undocumented) flow measurement inaccuracies from <br />Silver Plume, Mayor Buckley asked that Silver Plume consider discontinuing <br />this payment m~~ho~~d begin paying on a monthly, per tap basis. The <br />monthly fee woulJJbe set at $12.00 per customer (tap). The discussion led <br />into the specific relationship between the two towns; is it a <br />customer/provider or equal partnership relationship? Although the matter <br />is not explicitly described in the intergovernmental agreement, bv <br />practice the relationship generally falls into a customer/provider type. <br />Sewer related assets and liabilities of the towns are maintained <br />seperately and a charge is assessed by Georgetown and paid by Silver Plume <br />based on effluent flow measurements. <br /> <br />The next issue considered was the proposed monthly cost. Concerns were <br />voiced by Silver Plume representatives that no research into the Charge <br />was done. The charge may be reasonable if it actually costs that amount <br />to operate the Sewer treatment facility. However, if the revenue supports <br />maintenance of collection lines or other expenses unrelated to the upkeep <br />of the plant, the Silver Plume group would be less than enthusiastic about <br />serious consideration of the offer. <br /> <br />.<<,"/~;::21o~ <br />
