<br />I <br /> <br />I <br /> <br />I <br /> <br />SECTION I <br /> <br />liHRODUCTION <br /> <br />I <br /> <br />I <br /> <br />This report is a storm drainage pilot planning study undertaken for <br />the Denver Regional Council of Governments to provide the methodology <br />for the preparation of an areawide storm drainage plan and program <br />in the second phase of the regional storm drainage study. <br /> <br />I <br /> <br />The North Boulder, Colorado, area was chosen for the pilot study be- <br />cause it represents most of the urban drainage problems found in the <br />Uenver Region. It has deteriorated waterways, it has flood plain en- <br />croachment, and it has roadways with inadequately sized culverts. <br /> <br />I <br /> <br />I <br /> <br />The City of Boulder h~s had no flood plain management program or policy, <br />nor any flood plain regulation ordinance. It has been on a collision <br />course with a major catastrophe for over a half century. The pressures <br />of grol"th during the last ten years have accelerated the creation of <br />new and more costly urban drainage problems. There have been instances <br />of major hotel and apartment complexes built in the channel bottoms. <br />These mistakes must nOl" be paid for. <br /> <br />I <br /> <br />I <br /> <br />SCOPE OF WORK <br /> <br />I <br /> <br />The assianment, in addition to providing methodology for Region wide <br />planning, was to investigate alternative storm drainage plans for the <br />drainage basins by taking into consideration economics, comprehensive <br />plans and programs of the City of Boulder and County of Boulder, open <br />space needs of the community, greenbelt requirements, and legal aspects <br />of urban storm drainaae, all with full consideration given to environ- <br />mental design concepts in the development of each of the alternatives. <br /> <br />I <br /> <br />I <br /> <br />The assignment also included the preparation of comprehensive storm <br />drainage plans for each of the waterways. The purpose of the compre- <br />hensive plans is to provide sufficient information to permit local and <br />state agencies to plan bridges and culverts for new roadv/ays, acquire <br />necessary rights-of-way, and plan for future channel and flood plain <br />1 imi ts. <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />The assignment was also to investigate methods and sources of financ- <br />ing the proposed project and in general to develop a financing strategy <br />which could be appl ied to other areas in the Denver Region under simi- <br />lar conditions. <br /> <br />I <br /> <br />The intent of the pilot study was also to test, on a practical basis, <br />the Urban Storm Drainaae Design Criteria Manual, which was completed <br />for the Denver Regional Counci I of Governments in March of 1969. <br /> <br />I <br /> <br />Spec i fica 11 y, the <br />drainage system. <br />work. <br /> <br />pilot study was limited to consideration of the major <br />The initial drainage system was not included in the <br /> <br />I <br />
