The report in two <br />volumes is attached. <br /> <br />I <br /> <br />I <br /> <br />The Urban Storm Drainage Criteria Manual of the Denver Region- <br />al Council of Governments was util ized in performing the assignment. <br />The Manual provided the drainage pol icy and technical criteria need- <br />ed for the study. <br /> <br />1 <br /> <br />The assignment for the study of major drainage planning in North <br />Boulder called for the investigation of alternate solutions to the <br />drainage problems, the master planning of the drainageways, and the <br />development of alternate methods and sources of financing. All work <br />was aimed at developing a methodology for the preparation of an area- <br />wide storm drainage plan and program In the second phase of the re- <br />gional storm drainage study. <br /> <br />I <br /> <br />1 <br /> <br />1 <br /> <br />The financing strategy, which was developed and which is presen- <br />ted in Section IX of this Report, describes 24 potential sources of <br />financing. It has been concluded that all of these sources should <br />be tapped to some degree for major drainage facil ities by the vari- <br />ous governmental entities within the Denver Region. By util izing the <br />many sources, the truly comprehensive nature of urban drainage is <br />accentuated, and no one source becomes totally burdened with the fi- <br />nances needed to solve the urban drainage problems, <br /> <br />I <br /> <br />I <br /> <br />1 <br /> <br />I <br /> <br />I <br />
