<br />This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective
<br />Flood Insurance Rate Map (FIRM) and Flood Insurance Smdy (FI S) report for your community in accordance
<br />with Part 65 of the National Flood Insurance Program (NFIP) regulations. In a letter dated January 28, 1997,
<br />Mr. Leroy E. Tobler, P,E., P,L.S" President, Contra Ltd" submitted additional information in support of
<br />an April 15, 1996, request from Mr, Scot K. Lewis, P,E., City Engineer, City of Golden, Mr, Lewis
<br />requested that the FEMA revise the effective FIRM to show the effects of existing channel and bridge
<br />improvements along Lena Gulch that were completed before FEMA issued the effective FIRM for the
<br />unincorporated areas of Jefferson County, Colorado. The channel improvements included the construction
<br />of a concrete-lined channel from just upstream of West Sixth Avenue (State Highway 6) to just downstream
<br />of 17301 West Colfax Street, regrading of the channel banks from just upstream of 17301 West Colfax Street
<br />to Violet Street, and the replacement of the Violet Street and 17301 West Colfax Street bridges within the City
<br />of Golden, Colorado. The revised data affect the reach of Lena Gulch from just upstream of West Sixth
<br />Avenue to just downstream of the Amoco Driveway, but only the reaches from just upstream to approximately
<br />550 feet upstream of West Sixth Avenue and from 400 feet upstream to 150 feet upstream of Violet Street lie
<br />within the county boundary of Jefferson County,
<br />
<br />Because this revision request also affects the City of Golden, a Letter of Map Revision (LOMR) for that
<br />community was issued on the same date as this LOMR,
<br />
<br />All data required to complete our review of this request were submitted with letters from Mr. Lewis and
<br />Mr, Tobler. Because this LOMR solely incorporates more detailed information, fees were not assessed for
<br />the review,
<br />
<br />We have completed our review of the submitted data and the flood data shown on the effective FIRM and FIS
<br />report, We have revised the FIRM and FIS report to modify the elevations and floodplain boundary
<br />delineations of the flood having a I-percent chance of being equaled or exceeded in any given year (base flood)
<br />along Lena Gulch, During our review of the data submitted in support of this LOMR request, we discovered
<br />a mapping error on the effective FIRM, The locations of the base flood elevations (BFEs) of 5,913 feet and
<br />5,923 feet, shown on the effective FIRM, were transposed, This LOMR shows the correct placement of these
<br />BFEs, As a result of the modifications, the BFEs for Lena Gulch decreased and the width of the Special Flood
<br />Hazard Area (SFHA), the area that would be inundated by the base flood, decreased. The modifications are
<br />shown on the enclosed annotated copies of FIRM Panel 0255 B and Profile Panels 192P and 193P, This
<br />LOMR hereby revises the above-referenced panel(s) of the effective FIRM dated August 5, 1986, and the
<br />affected portions of the FIS report dated July 4, 1989,
