<br />Flood plains along the streams in the
<br />Aspen area are being converted to tom-
<br />mercial, industrial, and residential
<br />uses,

<br />With continued t~ity growth, greater
<br />preasuntoutilhe these flood prone
<br />areas will occur. Flood hazards and
<br />flood damage will continue to increase
<br />unless some preventive or corrective
<br />actiOIl is taken.
<br />
<br />Effective regulatory meaSures. suchas
<br />flood plain zoning, subdivision regula-
<br />tions, and bul1ding codes can be adopted
<br />to prevent or minimize the increase in
<br />flood damage. Flood proofing can pn-
<br />vent future damage to exiating struc-
<br />tures. FlOOd control works that would
<br />modify flood patterna can also be a part
<br />of a long-range aolution. The adoption
<br />of flood plain regulations, which is be-
<br />coming ~re and ~re acceptable as a
<br />practical approach to reduction of fu-
<br />ture flood damage, would not prevent the
<br />highest and best use of flood prone
<br />areas.

<br />Fork River, and Castle and Hunter Creeks
<br />have suffered damage fIou large floods
<br />in the paot. Studies made for a flood
<br />plain information (FFI) report On the
<br />~pen area ohow that floods of oimilar
<br />lbSgnitude "-an occur on these stre"",s in
<br />the future. The FFI report presents
<br />facta on the flood potential and flood
<br />ha~ard along the Roa~ing Fork River,
<br />Caotle Creek, and Hunter Creek in Aspen.
<br />It ineludeo mapo, drawingo, and photo-
<br />graphs thst llluat~ate the extent and
<br />severity of futu~e floods that have
<br />been designated as the Intermediate
<br />Regional Flood (IRF) and Standard Pro-
<br />
<br />
<br />ject Flood (SPF). An IRF is a
<br />haviog an average fre~uency of
<br />rence in the order of once in 100 yea~a
<br />although it may occur in any year, An
<br />SPF is an e~tremely la~ge flood, but one
<br />that can reasolUlbly be expected to occur
<br />in the future. It would be a much
<br />greater but conaiderablylessfrequent
<br />flood than an IRF,but still could occur
<br />in any particular year.
<br />
<br />The purpose of FPI reports is to
<br />abasi.a for managing the use of
<br />prone lands in ouch away that
<br />ha~ards and dlunage during future
<br />are mintmized or eliminated.
