Bressler <br />Colorado Water Conservation Board <br />102 Columbine Building <br />1845 Sherman Street <br />Denver, Colorado 80203 <br /> <br />RECEIVED <br />JAN 091974 <br /> <br />COLD, WATER <br />.coltSERV A nON ..llOABD <br /> <br />Dear Mr. Bressler: <br /> <br />, , <br /> <br />This is to inform you that following our recent meeting in G1enwood <br />Springs and inspection of the flood prob1et118 at Marble, Colorado, we <br />bave concluded that our participation in solving these flood problems <br />must be limited, at this time, to providing technical assistance. <br /> <br />Tbe small amount of bank protection required to protect the water supply <br />line and eliminate erosion toward the old channel above town does not <br />appear to be of sufficient magnitude to qualify for assistance under <br />our emergency authorities. Other authorities that were considered in <br />alleviating flood problems included snagging and clearing work to open <br />the channel and eliminate overflow to adjacent properties. Clearing <br />and snagging in an amount justifying Federal interest is infeasible based <br />on a comparison of the damage reduction with the construction costs and <br />cost of obtaining an environmental analysis. <br /> <br />Our recommendation is that local interests. with asaistance from county <br />and State as required, provide bank protection along botb banks at the <br />mouth of the canyon to protect the water line and aeal off the old channel <br />inlet. Tbe channel should also be cleared of serious restrictions from <br />the upper bridge down to Crystal River. Channel characteristica through <br />this area indicate the need for periodic clearing following a series of <br />large runoff events. These measures should relieve the town of Marble <br />from much of the flood damage it has experienced in the past. <br /> <br /> <br />
