Bressler Colorado Water Conservation Board 102 Columbine Building 1845 Sherman Street Denver, Colorado 80203 RECEIVED JAN 091974 COLD, WATER .coltSERV A nON ..llOABD Dear Mr. Bressler: , , This is to inform you that following our recent meeting in G1enwood Springs and inspection of the flood prob1et118 at Marble, Colorado, we bave concluded that our participation in solving these flood problems must be limited, at this time, to providing technical assistance. Tbe small amount of bank protection required to protect the water supply line and eliminate erosion toward the old channel above town does not appear to be of sufficient magnitude to qualify for assistance under our emergency authorities. Other authorities that were considered in alleviating flood problems included snagging and clearing work to open the channel and eliminate overflow to adjacent properties. Clearing and snagging in an amount justifying Federal interest is infeasible based on a comparison of the damage reduction with the construction costs and cost of obtaining an environmental analysis. Our recommendation is that local interests. with asaistance from county and State as required, provide bank protection along botb banks at the mouth of the canyon to protect the water line and aeal off the old channel inlet. Tbe channel should also be cleared of serious restrictions from the upper bridge down to Crystal River. Channel characteristica through this area indicate the need for periodic clearing following a series of large runoff events. These measures should relieve the town of Marble from much of the flood damage it has experienced in the past.
