The Federal Goverryment has provided leader- <br />ship in developing and operating the major forecasting system. Com- <br />munities should consider the possible benefits of having a forecasting <br />service and should inquire of the National Weather Service of the <br />availability or plans for this service. Should forecasting service <br />be available, thay should prepare local plans for effectively using <br />this infor~~tion for alerting area residents and coordinating oper- <br />ations of city-oounty public services aqencies and reScue activities <br />which may be required during a flood emergency. <br /> <br />Tax Adjustment <br />Tax adjustments for land dedicated to agriculture, recre- <br />ation, conservation or other ope~ space UseS may be effective in <br />preserv;.1 existing floodways along streams. As a co~unity extends <br />its urban boundaries, adjacent farmland beco~es more valuable each <br />year as rasidential or commercial developments move into parts of it, <br />which will Cause tax evaluation to rise to the point where the land <br />no longer Can he used profitably for farming or other open space uses. <br /> <br />Open Spaces <br /> <br />Flood Insurance <br />The National Flood Insurance Program, established ~~dor <br />the 1968 Housing and Urhan Development Act, provid. < a means whereby <br />private property owners can purchase previously unavailahle flood <br />in~Urane". 1'he program involves Federal subsidizing of ;nsuranc.. costs <br />(sharen with private insurers) and.reciprocal commitment of a partic. <br />ipating COMmunity to adop~ and enforce reaI1stic la~d-use controls <br />and related flood plain management ~easUres. Effective March 1, 1972, <br />insurable properties include all structures (plus contents) used for <br />residential, husiness, religiOus, or agricultural purposes, and thc~e <br />owne~ by Stat~ or local government agencies. Coverage extends to <br />losses caUsed by mudslides as well as damages normally associated <br />with floods.
