On August 21, 1972, the Board of County <br />Comrnission<:rs of UtsAnimas County adopted acornprehensiv" "Zoning <br />Resolution" containing provisions that can be the foundation of <br />effective flo~ plain ~nagernent in the unincorporated eomrn~nities <br />and other areas subject to county jurisdiction. <br /> <br />Such an arrangement would require that local river and rainfall reports <br />be co"~unicated promptly by responsible local officials to the Weather <br />Service Forecast Office for evaluation and analysis. If available, <br />this data and analysis would be used by the Weather Service to nore <br />accurately forewarn community representatives of potential storn and <br />flood conditions. <br />The Corps of Engineers' Resident Engineer at Trinidad <br />Oam will keep local officials informed as to flood conditions and <br />furnish advice and information that will enable them to perform <br />preventive, rescue, relief, and protective functions to the best <br />advantage. Local television and radio stations and newspapers will <br />be notified in order that they may warn the general public. <br /> <br />Flood Warni~q and Forecasting Services <br />The National Oceanic and Atmospheric Administration (NOAA) <br />W<lather Service provides no specific flood forecasts for tributary <br />streams of the Arkansas River in the Trinidad area. The technology of <br />accurate river and flood forecasting is dependent upon adequate and <br />timely rainfall and river stage data, and it is even mOre essential that <br />such basic data be available, particularly rainfall reports, for areaS <br />subject to flash flooding. Current funding r~straints prevent Weather <br />Service operation of the relatively dense networks required. At <br />present, the princi~l service the Weather Service can provide is a <br />general alert to the danger of flash flooding. This is done by means <br />of for~casts of ~pproaching storm systems or radar .detection of imrni- <br />nent or occ"rring heavy rainfall. The area is within the effective <br />ranUe of the WSR-~7 radar installation at Limon, Colorado. This facil- <br />ity, with WBRR-68 (radar facsimile) remoted to the w",ather Service <br />Offlcc~ at ~~nver a~d PUf'blo, provi~~~ ,~ntinu~u~ surveill~nc~ ~nd <br />information on storm location ar~ possible flash flooding. <br />The NOAA Weather Service Office located at Puehlo <br /> <br />(Me~,ri~l AiL port) supplies weather forecasts four times daily tor <br />Trinidad and vicinity. These forecasts ar~ disseminated directly to <br />1=,,1 newS media by limited acCess telephune. In addition to th", <br />routine forecasts, special forecasts of sev<lre storms or flood warn- <br />i~gs are issued as required. <br />A comrnunity flash flood reporting network of rivH and <br />r"infall gtations and a flood warning program developed and operated <br />incon"actionwiththe24-r_ourweathf'rServicefacilitiescouldmin i- <br />miz~ 103s of life and ~v~ble property in the event cf a rn~jor flood. <br /> <br />Flood Fighting and Emerqency Evacuation Plans <br />Provisions for alerting area residents and coordinating <br />operations of city and county publiC service agencies in a time of <br />emargency are prescribed in the standing procedures developed in <br />the course of civil' defense planning. Such planning customarily <br />outlines misgion responsibilities, organizational structures <br />(including list8 of key personnel and equipment resources), and <br />mutually agreed-upon mobilization arrangeMents which apply whenever <br />natu~al o~ m~n-caUsed emergencies arise in the city-county area. <br />t;arly warning, flood fighting, evacuatiOll, dnll rese"e ..ctivitie~ <br />are coordinated through a predesignated control group, which can <br />request State or Federal assistance should the combined local <br />government resources prove inad~q~te. <br /> <br />" <br /> <br />'" <br />
