<br />4.1.1 Federal Government
<br />The Federal Emergency Management Agency (FEMA)
<br />is an independent agency of the fedElral government,
<br />reporting to the President. Since rts founding in 1979,
<br />FEMA's mission has been clear:
<br />
<br />"To reduce loss of life and property and protect
<br />our nation's critical infrastructure :from all types
<br />of hazards through a comprehensive, risk-
<br />based, emergency management program of
<br />mitigation, preparedness, response and recov-
<br />ery. 11

<br />The council is described in detail in Chapter 2, Through
<br />its volunteer committees, the council has supported over
<br />100 mrtigation projects since its inception, II

<br />implementlnion funds are now available under the
<br />FEMA-funcled Flood Mitigation Assistance (FMA)
<br />program. The Coloraclo Water Conselvation Board
<br />1 (CWCS) administers the program, Chapter 3,2,1.2,1,1
<br />lI1c1udes more details about the FMA program,

<br />The Colorado Water Conservation Board (CWCS) is
