<br />Colorado Flood Hazard Mitigation Plan.. 1 ~l99 :=:=_ <br /> <br />PREIFACE <br /> <br />The State of Colorado, its political subdivisions, and our citizens are confronted daily <br />with the possibility of flooding and related hazards, Floods Ilave the potential for <br />inflicting tremendous damagEls with significant losses of life and property, as well as <br />posing a threat to the health, safety, and welfare of Colorado's citizens, <br /> <br />Current growth and population migration mquire a heightened awareness that the <br />impact of flooding likely will increase over timl~, Mitigation begins with effective hazard <br />assessments and comprehensive disaster prepare,dness programs, Mitigation builds <br />upon the foundation of disaster preparedness by implementing strategies that are part <br />of an overall plan to effectively reduce losses From clisasters, <br /> <br />The Colorado Office of Emergency Management (OEM) is designated by law as the <br />coordinating agency for disaster preparedness, response, recovery, and mitigation, The <br />Colorado Water Conservation Board (CWCI3) is the lead state agency for flood <br />mitigation, These two offices assist other state agencies, local governments, Native <br />American Tribes, and the private sector in addressing hazard identification and <br />mitigation actions. <br /> <br />This flood mitigation plan represents a commitme'llt to mitigatEl potential losses and <br />damages by isolating the primary causes and recommending courses of action, The <br />intent of the information, ideas and recommendations contained herein is to make a <br />concerted effort to reduce or limit flooding impact on the people of Colorado, <br /> <br />This plan reflects the state's priorities for flood hazard mitigation, These prioriti'3S were <br />developed through a private/locallstatelfederal team process, In order to implement this <br />plan, a number of agencies, 'antities, and others nEled to work together to successfully <br />mitigate damages caused by l'Iooding, The goals and objectives outlined in the plan and <br />within the appendices support this effort, Accomplishments can bEl realized only <br />by joint efforts, dedication, and commitment to mitigation, <br /> <br />This plan was prepared in accordance with thl~ Stafforcl Act and FEMA/State Agreement <br />for Presidential Disaster Declaration DR-1276..CQ, <br /> <br />1,123199 727 PM <br />
