<br />Numerous other agencies and individuals were contacted <br />for background information. Agencies include the <br />Colorado Water Conservation Board, Colorado Highway <br />Department, the Colorado and Southern and Atchison- <br />Topeka and Santa Fe Railroads, and the U. S. Geological <br />Survey. Private citizens of Cokedale, Starkville, <br />and Trinidad were interviewed regarding past floods, <br />high-water marks, and flood damage. <br /> <br />A final community coordination meeting was held on <br />February 23, 1976, by the Las Animas County Planning <br />Department at which the Federal Insurance Administra- <br />tion's Consultation Coordination Officer and the <br />engineering consultant explained to the County Planning <br />Staff and citizens the purpose of the flood insurance <br />program and the technical methods used to develOp <br />the maps as presented. <br /> <br />1.3 Authority and ACknowledgments <br /> <br />The source of authority for this Flood Insurance Study <br />is the National Flood Insurance Act of 1968, as amended. <br /> <br />The hydrologic and hydraulic analyses for this study were <br />performed by Gingery Associates, Inc., for the Federal <br />Insurance Administration, under Contract No. H-37l6. <br />This work, which was completed in March 1975, covered all <br />flooding sources affecting the unincorporated areas of <br />Las Animas County, Colorado. <br /> <br />2.0 AREA STUDIED <br /> <br />2.1 Scope of Study <br /> <br />This Flood Insurance Study encompasses the unincorporated <br />areas of Las Animas County, located in south-central <br />Colorado on the Colorado-New Mexico border. The eastern <br />half of the county is undeveloped and uninhabited and <br />was not studied. Other areas adjacent to, but not <br />included in, the study include the incorporated com- <br />munities of COkedale, Starkville, and Trinidad. Also, <br />the area within the Trinidad Lake project is not included <br />in the study. The area of study is shown on the Vicinity <br />Map (Figure 1). <br /> <br />2 <br />
