<br />Planning And Preliminary Oe.lgn <br /> <br />e <br /> <br />5.6.4 Multiple Use Issues . <br /> <br />Water res ources, particularly in arid or urban areas, are typically utilized for many <br />different ueeds. Often these needs and uses are conflicting in their reqttirements. This <br />presents a dilemma to the water resources planner. What may be a clear-cut choice to <br />satisfy a E iven need (like streambank protection) can and often does conflict with other <br />needs. Th~ solution to this problem is seldom simple. It requires concession, mitigation, <br />understanling, patience, and above all else, communication. The best advice is to <br />convey t< I all interested parties the needs and reqttirements of the erosion control <br />projecl. A t the same time, listen to the needs of competing interests and be willing to <br />comprom:se. Conflict over a proposed project is most often the result of simple <br />misunden:tanding. <br /> <br />5.6.5 Public Irlvolvement . <br /> <br />Involving the public in water resource planning ensures that alternatives considered and <br />programs recommended are responsive to the needs and concerns of local people and <br />that all environmental and social effects have been identified and evaluated. The agency <br />or consullant responsible for a planning study should be able to identify interest groups <br />and indiv:duals, including those who otherwise might be unaware of a planning activity <br />that woul,J be of concern to them. <br /> <br />To be most effective, public involvement should be initiated early in the planning <br />process so that local needs and concerns are known at the earliest stage of study. <br />Techniqu'~ utilized might include the following. as appropriate for a particular case: <br /> <br />. Public iuformation programs through newspapers, radio, and television <br /> <br />- Informal discussion meetings with special-interests <br /> <br />- Structured workshops for exchange of information and discussion <br /> <br />- Formal public meetings <br /> <br />5.7 Selecting an Architect/Engineer Firm (AlE) - <br /> <br />If evaluating an erosion problem or designing a selected SOlution exceeds available <br />techttical resources. it is a good idea to employ an AlE firm's services. Selection of a <br />competer,t firm is necessary to ensure a sound project and a reasonable cost to the <br />sponsor. The first step in selecting a firm should be a phone call to the State Board of <br />Examiners for Professional Architects and Engineers. They will provide a list of firms <br />affording the types of services required, and will indicate if any has a history of <br />complaints lodged against them. Personal referrals are another source for identifying <br />compete1lt firms. Contact each firm and solicit their level of experience in erosion <br />control. It is better to select a firm with a great deal of experience and a price to match <br />than a firm offering bargain-basement prices, but no tangible experience.
