<br />4.2.7 Hydrology and Water Rights <br /> <br />The feasibility report should provide a detailed description and analysis of each water <br />supply source to be utilized by the proposed project. (A brief description of existing <br />sources may be adequate for projects which involve only rehabilitation of existing <br />facilities). <br /> <br />Each source of supply should be described in terms of location, yield, extent of <br />development, and water rights status. Maps and schematic diagrams should be included <br />as a part of the description of sources. <br /> <br />For surface water sources, the description should include a numerical and graphical <br />tabulation of annual flows and average monthly flows for the period of record on each <br />stream. For groundwater sources, the source aquiferes) and the expected yields of wells <br />should be identified. <br /> <br />A complete tabulation of water rights for each surface water source should also be <br />provided to include appropriation dates, adjudication dates, status of adjudication <br />(absolute or conditional), and amounts decreed to direct flow or to storage. For <br />groundwater sources, the status of well permits and history of use should be provided. <br /> <br />For new water supply facilities or the expansion of existing facilities, an analysis of the <br />expected yield of water supply sources should be included in the fea~ibility report. The <br />analysis of surface water sources may be done by the use of stochastic hydrology or by <br />the use of a historic period of record which includes a significant period of below <br />average streamflows. The analysis should be performed in such a way as to take into <br />account a reasonable range of variations in flow due to hydrologic and meteorologic <br />conditions as well as the operation of the water rights priority system. <br /> <br />4.2.8 Water Quality <br /> <br />For each source of supply to be utilized in a new or expanded facility, a description of <br />the water quality as it relates to the suitability of the source for proposed uses must also <br />be provided. The water quality description should include measurements of appropriate <br />biological, chemical and physical parameters and comparison with appropriate standards. <br /> <br />4.2.9 Field Investigations <br /> <br />A description of all field investigations should be provided in the feasibility report to <br />include the date of the investigations, type of investigations, methodology used and <br />results obtained. The type of field investigations to be undertaken will vary with the <br />requirements of each study. The CWCB staff should be consulted during the <br />development of the study plan to establish field investigation requirements. <br /> <br />As a minimum, the feasibility investigation should include a site inspection to verify <br /> <br />24 <br />
