<br />4.0 FEASffiILITY STUDIES <br /> <br />4.1 Introduction <br /> <br />A feasibility study is a detailed analysis of a limited number of alternatives. The purpose <br />of the study is to investigate the technical, financial and institutional aspects of project <br />implementation. <br /> <br />Prior to beginning work on a feasibility study, a study plan should be submitted for <br />approval to the CWCB staff. The general planning guidelines outlined in Chapter 2 and the <br />discussion of evaluation factors in Appendix B apply to all feasibility studies conducted for the <br />CWCB. <br /> <br />4.2 Feasibility Study Outline <br /> <br />The following paragraphs provide an outline for feasibility studies funded wholly or in <br />part by the CWCB. Requirements may vary depending upon the scope and objective of each <br />study. The project sponsor and the consultant are encouraged to discuss study requirements with <br />the CWCB staff prior to development of a study plan. <br /> <br />4.2.1 Study Objective <br /> <br />The study objective is a statement of what the study is intended to accomplish. It should <br />include the need for the project, the problems and opportunities to be addressed as well <br />as the expectations of the study participant,. The study objective should be described in <br />the introduction to the feasibility study. <br /> <br />4.2.2 Description of Sponsoring Entity <br /> <br />Each feasibility report should include a description of the entity (municipality, irrigation <br />district, conservancy district, ditch company, etc,) which is sponsoring the proposed <br />project. The project sponsor may be a public or private entity. The description should <br />include the following: <br /> <br />a. Type of organization and statutes under which the entity was formed. For <br />private entities, copy of the Articles of Incorporation and By-laws should be <br />appended to the report, <br /> <br />b. Powers and authorities of the organization, <br /> <br />c. Duties and responsibilities of oftlcers and directors with a listing of the present <br />officers and directors, <br /> <br />21 <br />
