<br />1.3.5 Loan Application Procedure <br /> <br />The fol1owing is an outline of the steps generally followed in obtaining a Construction <br />Fund Loan. The process is illustrated in the diagram on Figure 1.1. <br /> <br />a. The applicant must fIrst complete and submit a Construction Fund Loan <br />Application form included in Appendix A of these Guidelines to the Director of <br />the CWCR. <br /> <br />b. The CWCB staff will arrange a meeting with the applicant to discuss the loan <br />application, any planning or engineering work which has been completed or is <br />underway, and the loan application process. <br /> <br />c. The CWCB staff will review the applicant's proposal using the criteria and <br />conditions outlined above and will, in consultation with the applicant, determine <br />the nature and scope of planning studies needed for a determination of project <br />feasibility. Board approval may be required for CWCB participation in a <br />feasibility study. <br /> <br />d. Prior to initiation of a feasibility study, a contract between the applicant and the <br />CWCB will be executed to defIne the scope and budget for the study and the <br />pro-rata share of study costs to be paid by each party. <br /> <br />e. Feasibility studies are generally conducted by consultants or consulting fIrms <br />which are selected by the applicant with the advice and assistance of the CWCB <br />staff. <br /> <br />f. If, after completion of the feasibility sttldy, the applicant wishes to continue to <br />apply for funding for construction of the project, the applicant must make a formal <br />request to the Board no later than August 31 of the current year in order to <br />receive funds by the following June. Applications for loans for the current year <br />must be in a form which will allow a preliminary staff recommendation to the <br />Board at its September meeting of the current year. Applications for emergency <br />projects that impact human health and safety will be accepted at any time during <br />the year. <br /> <br />g. The CWCB staff will review the completed feasibility study and will make a <br />recommendation to the Board regarding the feasibility of the project. <br /> <br />h. The Board may approve or disapprove the proposed project, may request the <br />applicant to conduct additional investigations to further assess feasibility or may <br />recommend special conditions for authorization to the General Assembly. <br /> <br />1. At its September meeting, the Board will review and give preliminary approval <br />or disapproval of loan requests recommended to them by staff. Deviations, if any. <br />from standard terms will be given preliminary approval at that same meeting. <br /> <br />7 <br />
