This discrepancy is probably due to: <br /> <br />1) Lack of economic sites for flood control dams; the terrain <br /> <br />above Colorado Springs being too precipitous, and that between <br /> <br />Colorado Springs and Pueblo too low in relief. <br /> <br />2) Dispersion of vulnerable areas over too many parts of <br /> <br />the basin and along too many miles of river bank, tending to make <br /> <br />protective works very costly.
