<br />. <br /> <br />. <br /> <br />. <br /> <br />PREFACE <br /> <br />This Floodplain Infonnation Report (FIR) is part of a program by the Colorado Water Conservation <br />Soard (CWCS) to make approximate floodplain maps prepared by the Federal Emergency <br />Management Agency (FEMA) easier for local governments to use. This CWCS report provides <br />limited engineering infonnation to support the approximate delineations on the FEMA maps, and it <br />provides floodplain management infonnation to guide the local governments in the use of the maps. <br /> <br />The official floodplain infonnation for Clear Creek County is the Flood Insurance Rate Map <br />(FIRM), dated March 1980. The FIRM was prepared by FEMA, however it does not include any <br />engineering infonnation to describe basis of the approximate floodplain mapping. The initial <br />purpose of this report, therefore, is to provide the County with limited supporting infonnation for <br />the approximate floodplain delineations. This FIR includes a description of available hydrologic <br />infonnation for Clear Creek and some of its tributaries that was originally developed by the CWCS <br />in support of FEMA's floodplain re-studies within the county. In addition, the FIR gives the <br />County some basic infonnation about floodplain management and it gives some alternatives that <br />could be considered in fonnulating and implementing its floodplain management objectives. <br /> <br />A second function of this report is to assure that the FIRM meets the basic technical requirements <br />for designation and approval by the CWCS. Without the inclusion of the hydrologic infonnation, <br />the approximate floodplain information on the Clear Creek County FIRM cannot qualifY for <br />CWCS designation. Colorado statutes require that local governments obtain from the CWCS the <br />designation and approval of floodplain infonnation for its use in regulatory purposes. This FIR <br />provides a means for the FIRM to meet that statutory objective. As new and more detailed <br />floodplain infonnation becomes available for streams within the county, the approximate floodplain <br />areas shown on the 1980 FIRM panels will become superseded. The CWCS will designate and <br />approve new infonnation, and rescind old infonnation as appropriate. <br />
