<br />development such as open space, agriculture, fann bridges, barns and individual residential <br />structures, but that the methodology is not appropriate for development involving residential <br />subdivisions greater than 50 lots or occurring on sites greater than 5 acres, commercial <br />construction, industrial construction, construction of public transportation facilities or construction <br />of flood control facilities; and <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Colorado Water Conservation Board in <br />regular meeting assembled in Denver, Colorado, this 13th day of March, 1996, that it does hereby <br />designate and approve as storm or floodwater runoff channels or basins those areas described by <br />approximate floodplain information in said new report, dated February 8, 1996, including the <br />floodplain map dated February 4, 1988 which was incorporated into said new report, for Big <br />Sandy Creek within the corporate limits of the Town of Ramah as of February 4, 1988, which <br />meets the criteria for the regression equation for Arkansas River Basin Subregion Ark-I, Q,oo= <br />1,564.98 * Ao.5J9 as set forth in the Guidelines for Determining lOO-Year Flood Flows for <br />Approximate Floodplains, contingent upon the understanding that the Town of Ramah will <br />regulate the storm and floodwater runoff channels (approximate floodplains) on a case-by-case <br />basis subject to a detailed hydrologic and hydraulic analysis performed by a professional engineer, <br />in accordance with the determinations of the Colorado Water Conservation Board regarding the <br />applicability of the Guidelines for Determining lOO-Year Flood Flows for Approximate <br />Floodplains; and <br /> <br />BE IT FURTHER RESOLVED that the Board does hereby designate and approve as <br />storm or floodwater runoff channels or basins those areas described by approximate floodplain <br />information in said new report, dated February 8, 1996, including the floodplain map dated <br />February 4, 1988 which was incorporated into said new report, for Unnamed Tributary to Big <br />Sandy Creek which extends upstream from its confluence with Big Sandy Creek within the <br />corporate limits of the Town ofRamah as of February 4,1988, which does not meet the criteria <br />for the regression equation for Arkansas River Basin Subregion Ark-I, as set forth in the <br />Guidelines for Determining lOO-Year Flood Flows for Approxi1nate Floodplains, but which <br />does meet the criteria for the regression equations for Arkansas River Basin Subregion Ark-l <br />contained in the U.S. Geological Survey publication, Techniques For Estimating Regional Flood <br />Characteristics of Small Rural Watersheds in the Plains Region of Eastern Colorado, as <br />endorsed by the Guidelines for Determining lOO-Year Flood Flows for Approximate <br />Floodplains, contingent upon the understanding that the Town ofRamah will regulate the storm <br />and floodwater runoff channels (approximate floodplains) on a case-by-case basis subject to a <br />detailed hydrologic and hydraulic analysis performed by a professional engineer, in accordance <br />with the determinations of the Colorado Water Conservation Board regarding the applicability of <br />the U.S. Geological Survey publication, Techniques For Estimating Regional Flood <br />Characteristics of Small Rural Watersheds in the Plains Region of Eastern Colorado; and <br /> <br />BE IT FURTHER RESOLVED that the Secretary of the Board is directed to send a <br />certified copy of this resolution to the Town of Ramah; the Board of County Commissioners of <br />El Paso County; the Colorado Office of Emergency Management; the U.S. Army Corps of <br /> <br />3 <br />
