<br />The hydrologic and hydraulic analyses for this study were performed <br />by Camp Dresser & McKee, Incorporated, for the Federal Insurance <br />Administration, under Contract No. H-40l4. This work, which was <br />completed in May 1977, covered all significant flooding sources <br />affecting the Town of Silverton and the designated unincorporated <br />areas of San Juan County. <br /> <br />2.0 AREA STUDIED <br /> <br />2.1 Scope of Study <br /> <br />This Flood Insurance Study covers the incorporated area of the Town <br />of Silverton and designated unincorporated areas of San Juan County, <br />Colorado. The area of study is shown on the Vicinity Maps (Figures 1 <br />and 2). <br /> <br />Detailed analyses were performed on portior.s of the Animas River, <br />Mineral Creek, and Cement creek. These areas selected for detailed <br />study were approved by the community and the Federal Insurance <br />Administration. <br /> <br />Those areas studied by detailed methods were chosen with consider- <br />ation given to all proposed construction and forecasted development <br />through 1982. <br /> <br />Portions of the Animas River and Cunningham Creek were studied by <br />approximate methods becasue no significant development pressure <br />exists. These include 1.0 river mile on the Animas River, 1.7 river <br />miles on Cunningham Creek at Howardsville, and 1.8 river miles on <br />the Animas River at Eureka. The areas for approximate study were so <br />designated because coordination with the County Planning Office <br />indicated that no significant development pressure exists through <br />1982. <br /> <br />2.2 Community Description <br /> <br />The Town of Silverton is located in the central portion of San Juan <br />County, in the southwest Colorado mountain region, and has maintained <br />a steady population of 850 (in 1976) over the past, 20 years. The <br />economy of this area depends primarily on mining activities and <br />tourism. <br /> <br />The Animas River, which rises on the south slopes of the San Juan <br />Mountains to an elevation of 12,000 feet, flows through the south- <br />east part of the town. The Animas River watershed above Silverton <br />covers 75 square miles in area and consists of high mountainous <br />terrain with steep to moderately steep slopes. The elevation ranges <br />from 9,300 feet to 12,000 feet. <br /> <br />2 <br />
