<br />5. The Engineer shall perform the hydraulic calculations in order to
<br />define the water surface and flood plains for the various frequencies
<br />for future basin conditions, assuming no further development within
<br />the flood plain.

<br />6. The Engineer shall define drainage problems, flood hazard problems,
<br />and damage estimates, using the hydrology and hydraulics defined in
<br />4 and 5 above. The Engineer shall then develop alternate phases on
<br />a reach-by-reach basis, which will eliminate, insofar as possible,
<br />the drainage and flood hazard problems associated with the basin.

<br />the best alternate plans as discussed in 6 above.
