I agreed to meet with the two towns on Thursday <br />September 20, 1990. <br /> <br />Background: <br /> <br />On the afternoon of August 17, 1990, the Towns of Frederick and <br />Firestone sustained flood damage due to a localized rain storm. <br />The storm centered on an area south of Frederick and drenched the <br />area with over three inches of rain in a forty-five minute time <br />frame. The rainstorm created a wall of water flowing north across <br />an agricultural field colliding with a protective dike. The dike, <br />located on the side of Prederick, could not withstand the <br />haJlUl\ering effects of the floodwater and failed. This allowed <br />floodwater, flowing to the north, to enter the Town of Frederick <br />causing extensive damage to homes, businesses and roads. Injuries <br />occurred to one child when floodwater broke through a lower level <br />bedroom window of one home. The child was treated and released <br />from an area hospital. <br /> <br />Floodwater which ravaged the Town of Frederick then proceeded <br />north to the next town of Firestone where McClure Avenue was <br />inundat~~ Heavy damage occurred to a mobile home park in the <br />north-WIlt end of town. Several persons were evacuated from homes <br />and sheltered in the nearby high school. <br /> <br />By five p.m., the towns declared an emergency situation and area <br />agencies were called for help. Ed "erring reqUested DODES to <br />deliver 3000 sandbags for flood-fight activities. Dave Lawton, <br />DODES Operations Officer, delivered the sandbags that evening. <br /> <br />" <br /> <br />.......,._,., <br />
