.

.

.

~

SECTION 205 RECONNAISSANCE REPORT
FOR FLOOD CONTROL

COLORADO RIVER, RIVERSIDE
COLORADO

The reconnaissance investigation for the Colorado River at
Riverside in Grand Junction and Mesa County, Colorado, was
conducted to determine the potential for developing an
economically and environmentally sound plan to reduce flood
damages on a portion of the Colorado River in Grand Junction and
Mesa County, Colorado.

This study reach is immediately downstream but separate from
another section 205 study entitled "Colorado River at Grand
Junction, Colorado." The City of Grand Junction requested the
Colorado River at Grand Junction study separately in order to
allow the planning and implementation of a potential flood
control solution for that study concurrently with the Department
of Energy's (DOE) uranium mine tailings remediation project.

1. study Authoritv.

This study was conducted under the authority of section 205
of the 1948 Flood Control Act, as amended (33 USC 701s).

2. Location and Description.

The Riverside study area is located in Mesa County, west
central Colorado, immediately downstream of the confluence of the
Colorado and Gunnison Rivers (Plate l). The study area extends
6,000 feet between the Denver and Rio Grande Western Railroad
bridge by the confluence to the Highway 340 (Grand Avenue) bridge
at the downstream limit (Plate 2). The Riverside community is
located within the Grand Junction city limits on the northeast
overbank of the Colorado River. The remaining study area on the
north side of the river and the Rosevale community on the
southwest overbank of the river are outside the city limits. The
city of Grand Junction and Mesa County have agreed that Mesa
county will act as sponsor for this study.

The 1990 population of Mesa County was 93,l45, which
included 29,034 in the City of Grand Junction. Grand Junction,
incorporated in 1882, is the County Seat and is the largest
community between Denver and Salt Lake city along Interstate 70.
Its location and access via highway, railroad, and air travel has
made Grand Junction a trade and business center for a regional
population of over 140,000. The economy of the area is based
primarily on agriculture and tourism; however, manufacturing,
trade, and government are important. Significant past economic
