<br />(1) Riverside. - <br /> <br />~. <br /> <br />Alternative #1. - Alternative #1 is a structural <br />solution on the north side for the Riverside community. (See <br />Plate 4.) The plan includes construction of a levee and <br />floodwall combination to protect residential structures and their <br />contents from a 100-year flood. In addition, miscellaneous <br />damages to streets, utilities, and yards would also be prevented. <br /> <br />. <br /> <br />The existing length of levee constructed by the City of <br />Grand Junction from the Highway 340 bridge to a point about 400 <br />feet upstream would be modified to meet Corps of Engineers <br />standards. From this point, at the southwest corner of Riverside <br />Park, a floodwall section along the south edge of Riverside Park <br />would be constructed for a length of about 600 feet. This <br />floodwall would be gated to allow access to the riverbank from <br />the park. Thereafter, a levee section with a 12-foot-wide crown <br />would be constructed to Hale Avenue. This portion of the levee <br />would be set back as far from the river as practicable. From the <br />intersection of Hale Avenue and Riverside Park Drive, the levee <br />would head in a northerly direction adjacent to and to the east <br />side of Hale Avenue a distance of about 800 feet to tie into <br />natural high ground. This structural alternative would provide <br />protection to the Riverside community by means of a floodwall, <br />levee, and the existing high ground and embankments along Highway <br />340 and the railroad tracks. Appendix A presents the <br />environmental evaluation for Alternative #l. The detailed cost <br />estimate is included in Appendix B and the Basis of Design in <br />Appendix c. <br /> <br />. <br /> <br />Alternative #2. - Alternative #2 consists of a <br />levee-floodwall combination at Riverside community from the <br />southwest corner of Riverside Park to the Denver and Rio Grande <br />Western Railroad bridge. This alternative plan would be similar <br />to Alternative #l, except instead of tying the levee to high <br />ground at Hale Avenue, the levee would continue at a setback to <br />the river upstream a distance of about 4,500 feet to the railroad <br />bridge. This alternative plan was developed at the request of <br />the sponsor to determine the cost of a levee which would also <br />protect undeveloped property which had been purchased by the city <br />of Grand Junction. The undeveloped land has potential uses and <br />is being considered for a museum and other civic structures. <br />ultimately, if the city were to pursue the construction of this <br />levee, a continuous bicycle path could also be established on top <br />of such a levee, completing a bike path along the riverfront <br />through the city limits. The detailed cost estimate is included <br />in Appendix B. <br /> <br />Alternative #3. - Alternative #3 consists of <br />elevating all structures in Riverside above the lOO-year flood <br />elevation.
