<br />tion of rainfall potential. acc~~ulation and intensity must depend

<br />The NOAA Weather Service located at the Pueblo Memorial
<br />~irport supplies weather forecasts three times daily for Pueblo,
<br />Colorado and vicinity. These forecasts are disseminated to local
<br />news media directly by ~ weather wire teletype. A limited access
<br />telephone installation is used for forecasts disseminated to the
<br />

<br />casts of severe storms or flood warnings are issued as required.
<br />A co~~unity flash flood reporting network of river and
<br />rainfall stations and a flood warning program developed and operated
<br />in connection with the 24~hour Weather Service facilities could
<br />minimize lo~~ of life and property in the event of a ~jor flood.
<br />Such an arrangement ~~uld require that local river and rainfal~ re-
<br />ports be promptly communicated by re~ponsible local officials to the
<br />Weather Service Office for evaluation and analysis. If available.
<br />this data and analysiS could be used by the Weather Service to ~re
<br />accurately forewarn community representatives of pOtential storm and
<br />flood conditions. this type of network is presently in ef!ect in
<br />portions of the Arkansas River Basin and, to an extremely limited
<br />extent, in other tributary areas.

<br />Provisions for alerting residents and coordinating opera-
<br />tions of city and county public service agencies in a time of emergency
<br />arc presently documented in the Pueblo Civil Defense Agency, "Pueblo
<br />aIlergency Plan - 1972." This plan outlines mission responsibi1ite~,
<br />organizational structures (includinq list~ of key personnel and provi~
<br />sions for mobilizing equipment), and procedures which apply whenever
<br />
