<br />The rapid growth of population in the Front Range Urban Corridor of Colorado is causing intense
<br />competition for avadable land resources. One form of competition posing serious problcms is indiscrim-
<br />inale d~velopment on flood plains along creeks and rivers. Flood plains are natural fealures of the land-
<br />scape developed by streams to carry waler in excess of channel capacity. Although not used as oflen by
<br />the stream, flood plains are as mueh a paft of Ihe stream sY1item as is the channel. \\-'henever man COTT\-
<br />pele1i wnh lhis natural function of the flood plain he muu inevitably pay the price through property
<br />damage and varying degrees of human suffering. Flood damages in the United States have been estimated
<br />to average about $1 bll!lon annually (American Public Works ASSOCIation, 1966). This tremendous waste
<br />of national resources is borne not only by those citizens in direct contact with floods but aim to a lessel
<br />degree by all citizens through m~Tea'Cd cost of pubJrc services. Thus. !loods are of concern to the enure
<br />community. and solutions to existing or potential problems should be a community effort.
<br />Hood.plain inundation can be regarded as a temporary U\e of the land by a stream; therefore, effec-
<br />tive management of flood plains is an integral objective of good urban planning. Common procedures of
<br />flood.plain management are land-use regulation, flood-control faeilities, and floodilroofing of buildmgs.
<br />A combination of these procedures may alleviate or minim ill' flood damage m many flood'prone areas.

<br />Thb map depiClS a broad-scale view of flood.prone areas along principal streams in the Greater
<br />Denver are-" of the ulban corridor. Because of its small scale, Ihe map is pnmarily an mdex to more de-
<br />tailed sourees of flood.plain information. Planners, designers, and developers should consult the reference
<br />material for detailed flood IIIformatmn III their particular area of interest. This map is presented as an aid
<br />to those authorities III whom the resJ1'Ons,bility for flood-plain zoning and regulation is vested.
<br />Flood-prone areas identified on this map are subject to lllll11dation by the lOO-ye.ar flood-a 1100d
<br />having a I-percent chance of being equaled or exceeded in any given year. The magnitude and deplh of
<br />this reference flood were derived for streams in the stuoly alea from sueamf10w records and reports of
<br />the U.S. Geological Survey. report1i of the U.S. Army Corps of Engineen, and from reporlS prepared by
<br />various consulling engineering firms for the Urban Drainage and "lood Control DlsUlct.
<br />Reports of the Geological Survey include a senes of 1Y.t-mmule topographle quadrangles showing areas
<br />along principal streams that are subject to inundation by the loo.year flood. Theoc maps were prepared
<br />under a project with the Federal Insurance Administration of the U.S. Deparrment of Housing and Urban
<br />Development to meet provisions of the National ..lood Insurance Act of 1968. These reconnaiSMnce-
<br />Iype maps are prepared from information available in omce files and in previously published reports. Up-
<br />on eompletion, the!;tl maps are published and are available for distribution to the public. The U.S. Army
<br />Corps of Engineers reports contain detaIled flood.plain information for selected streams, including maps
<br />of inundated areas. flood and streambed proliles, and slream cross sections. Flood-plam information for
<br />the South Platte River downstream from Chatlield Reservoir is based on conditions existing before con.
<br />struction. Future studles of this reach may result in modified flood.prone area boundaries. The reports
<br />prepared for the Urban Dramage and Hood Control District contain detailed drainageway planning for
<br />selecled streams throughout the Denver metropolitan area. These reporls show the IOO.year flood limits
<br />for bOlh e'lrsting and projected future conditions of bas1ll devdopmenl. Current status of 1l00d.plam
<br />studies for lhe study area is indiCllted in Ihe diagram near the lower right corner of this map. The studies
<br />are referen,-ed elsewhere m thIs report.

<br />could not be shown. A solid blue hne along a nream indicates that more detailed flood information IS
<br />available m referenced reports.
<br />Streams in the western pari of the study area are conlined to narrow canyons that have sleep stream-
<br />bed slopes. Limits of flood-prone areas along these streams roughly coineide with the channel banks ex.
<br />cept in areas upstream from bridges or other eonstrictions rn the channel. M3ny oflhese struetures would
<br />be ovenopped by the lOO-year flood, and the depth of floodlllg upmeam would be slightly higher than
<br />the muimum height of Ihe structures. Depths of the lOG-year flood along the unobstrueted eanyon
<br />reaches would average above 6 feet 11.8 metre) above the streambed based on an analysis of streamflow
<br />reeords.t 19 gaging stations in the area. The lOO-year flood depths generally range from 3 feet (0.9
<br />metre) for a lO~uare-mile (26--square-kilometre) buin 10 9 feet (2.7metres)for a I,OOO-S(\uare-mlle
<br />(2,590-sqll3re.kilomelle) basin. Although flood depths are genelally shallow, SHeam velociues would be
<br />fast and could damage struclures dose to the stream banks. Streams along the canyon reaches for which
<br />the above information applies are shown by dashed blue hnes on the map.
<br />In addition to Ih~ areas subje..-tto inundation along prindpal streams, other areas are also subject 10
<br />periodic flooding. These areas include numerous ravines thilt expenence shallow flows during extraordi-
<br />nary runoff events and many flat,low-lying areas where water is ponded durll\g periods ofuinfall or
<br />snowmelt. Also, during flood periods, debris may accumulate upstream from drainage structures causing
<br />a reduction in flow capacity of the waterway. Such debris can cause increased upstream llood depths
<br />and extremely swift velocities near the streambed. In extreme cases. drainage struetures can be severly
<br />damaged or denroyed. Another destructive procc1l.s that commonly aecompanies rare floods in mass
<br />wastage, such as land1ilidmg and mudflow along steeply s10pmg lerrain. TheM' procesM's are often nig-
<br />gered by exces.sive welling of the ground and by scour of stabihzlI\g material from the base of slopes.
<br />The report by Hansen (197]) descnbes scour and mass waslage processes during the May 1973 flood in
<br />the Denver metTopolitan area. Identification of areas where the above-descnbed flood-related proc('sses
<br />oceur is beyond the ~ope of this report. Nonetheless, a detailed analysis of each process should be an
<br />inlegral part of any plans for extensive development of the land resources of the arca.
