Back- <br />lrater studies started v:ith water surface elevations established in the <br />:'!onument Creek Flood Plain Information Report at Woodman Road bridge. <br />Inclosures 1 through 5 show the updated flood plain and "ater surface <br />profiles in !core detail than published in the Report. <br /> <br />During the back\~'ater study, computations reverted to lr.inimum energy 6 times <br />(often failing to balance energ)" heads) indicating highly unstable flow <br />conditions.
