<br />Mitigation Strategy Report <br />FEMA-1134-DR-NC <br /> <br />State of North Caroli na <br />Division of Emergency Management <br /> <br />The entire mitigation process begins with comprehensive local planning. Municipalities are strongly <br />encouraged to identify and implement good mitigation projects. It is also incumbent on local <br />governments to tie mitigation practices into their overall long term redevelopment plan and everyday <br />operations. However, it is the responsibility of the State to provide sound guidance and technical <br />assistance whenever necessary regarding plan development. Included in this effort should be the <br />establishment of baseline criteria that local communities should follow regarding specific mitigation <br />planning measures. Thus, a coordinated effort is crucial to help North Carolina recover from Hurricanes <br />Bertha and Fran. <br /> <br />r <br /> <br />The Mitigation Strategy Report begins with an overview of the event. Next, mitigation opportunities <br />are discussed in the context of a cooperative State and local effort. Several mitigation techniques <br />are described, followed by a discussion of the HMGP. Following a brief introduction to the grant <br />program, the State's proposed HMGP priorities are listed in rank order. The remainder of the text <br />focuses on those issues that are germane to Hurricane Fran. Within each issue area, <br />recommendations are provided to assist municipalities in their overall recovery and redevelopment. <br />It should be noted, however, that many mitigation techniques described below are multi-hazard in <br />nature. Following the Conclusion are six appendices. Among these, Appendix A lists all <br />recommendations found in the Mitigation Strategy Report, Appendix B cites declared counties by <br />disaster assistance type, Appendix C describes the Satfir-Simpson Hurricane Intensity Scale, <br />Appendix D describes the North Carolina Disaster Recovery Task Force (DRTF), Appendix E provides <br />an index of acronyms used in the text, and Appendix F provides an example of a Flood Insurance <br />Rate Map or FIRM. <br /> <br /> <br />Concurred, February 1, 1997, by: <br /> <br /> <br />a ~&?O~ <br /> <br />A.
