<br />Mitigation Strategy Report <br />FEMA-1134-DR-NC <br /> <br />State of North Carolina <br />Division of Emergency Management <br /> <br />Appendix D <br /> <br />North Carolina Disaster Recovery Task Force <br /> <br />Following Hurricane Fran, Governor James Hunt commissioned a task force to address the State's <br />long-term redevelopment process. The scale of Fran's destruction necessitated the creation of a <br />coordinated means to assist in this endeavor. According to Executive Order 104, the North Carolina <br />Disaster Recovery Task Force (DRTF) will address six issues: <br /> <br />1 . The determination of needs and problems facing communities following <br />Hurricane Fran, including the establishment of priorities for attention and investment; <br /> <br />2. An assessment of the costs associated with such an effort; <br /> <br />3. The identification of appropriate recovery funding sources from federal, state, and local <br />organizations that allow the State to rebuild in a manner that reduces the impact of <br />future natural disasters; <br /> <br />4. The coordination of agencies and organizations in a manner that helps to match <br />all existing funding sources, thereby ensuring the best use of avaiiable resources; <br /> <br />5. The development of effective mitigation strategies; and, <br /> <br />6. The establishment of an effective means to monitor the overall recovery effort. <br /> <br />The DRTF is comprised of twenty three members selected by the Governor. Seven issue-based <br />subcommittees report directly to the DRTF. The subcommillees include: Housing; Coastal; Community <br />Facilities: Human Services; Public Health and the Environment; Business Development and <br />Employment; and Agriculture and Natural Resources. Each subcommittee will develop a long-term <br />redevelopment report, including specific recommendations. Following a public comment period, the <br />recommendations will be incorporated into the State's Long-Term Redevelopment Plan. Once the <br />Plan is completed, FEMA, EM, the DRTF, and relevant State agencies will work together to implement <br />those recommendations. <br /> <br />Page 40 <br />
