Structures which experience repetitive flooding should be considered for elevation to reduce the <br />likelihood of future damages. <br /> <br />. Owners of elevated structures who have enclosed the area beneath the original finished floor <br />should be encouraged to remove these additions. <br /> <br />. The underside of eievated structures should be constructed with flood resistant materials to prevent <br />damage. <br /> <br />. Elevation is particularly applicable in areas that face moderate, intermittent flooding. <br /> <br />. Two possible approaches to non-residential flood mitigation include wet or dry flood proofing. <br /> <br />. Flood proofing should be considered in conjunction with other mitigation techniques. <br /> <br />. Acquisition/relocation or acquisition/demolition are mitigation measures that should be used in <br />those areas that have experienced severe or repetitive flooding. <br /> <br />. When communities are considering acquisition projects using HMGP funds, local government <br />officials must meet with residents and business owners to determine whether they want to be part of <br />the buyout process. <br /> <br />. EM and FEMA will assist any community conducting discussions pertaining to the merits and potential <br />pitfalls of relocation with its citizens. <br /> <br />. If residents or business owners do not wish to relocate, alternative mitigation measures should be <br />considered. <br /> <br />. Following major flood events, wells should be tested periodically by the County Health Department. <br /> <br />. All counties should adopt a well construction ordinance. <br /> <br />. Wells should be tested periodically. <br /> <br />. Communities should regularly inspect drainage improvements and review drainage maintenance <br />programs. <br /> <br />. Drainage structures, including culverts and pipes, should be upgraded as needed. <br /> <br />. Communities should beller coordinate proposed drainage improvements and existing water <br />management plans with neighboring locales. <br /> <br />. Coordination is necessary in order to improve basin wide storm water management plans to include <br />larger planning and land use issues as they relate to the mitigation of regional flood hazards. <br /> <br />Page 32 <br />
