In a
letter dated May 7,2063; Ms. Nancy Boudreau Love, CEO, Love & Associates, Inc., requested that FEMA
revise the FIRM and FIg report to show the effects of the Williams Village development along Bear
Canyon Creek from approximately 200 feet upstream of Baseline Road to just upstream ofU.S,
Highway 36 (US36). The development included grading in and adjacent to Bear Canyon Creek and
placement of fill along the channel banle This request follows up on a Conditional Letter of Map Revision
issued-onMay 10;-2002.

This area was revised by two Letters of Map Revision (LOMRs) that became effective on February 27,
2003 (Case No, 02-08-340P), and October 10, 2003 (Case No. 03-08-0493X). The February 27 LOMR
revised FIRM Panels 08013C04l5 F, 08013C0535 F, and 08013C0555 G to incorporate more detailed
flood hazard information along Bear Canyon Creek from Foothills Parkway (State Highway 157) to the
upstream corporate boundary of the City of Boulder. The October 10 LOMR modified the February 27
LOMR to more accurately show on annotated FIRM Panel 080 13C0535 F the boundary delineations of the
flood having a I-percent chance of being equaled or exceeded in any given year (base flood) and the
regulatory floodway along Bear Canyon Creek from just downstream of Stanford A venue to Lehigh Street.

All data required to complete our review of this request were submitted with letters from Mr. Alan Taylor,
Utilities Project Manager, Department of Public Works, City of Boulder, and Ms, Love.

We have completed our review of the submitted data and the flood data shown on the effective FIRM and
in the effective FIS report. We have revised the FIRM and FIS report to modify the elevations and
floodplain and floodway boundary delineations of the base flood through the revised reach of Bear Canyon
Creek. As a result of the modifications, the Base Flood Elevations (BFEs) for Bear Canyon Creek and the
widths of the Special Flood Hazard Area (SFHA), the area that would be inundated by the base flood, and
the regulatory floodway increased in some areas and decreased in other areas, The modiflcations are
shown on the enclosed annotated copies of FIRM Panels 08013C0535 F and 08013C0555 G, Profile
Panels 15P and 16P, and affected portions of the Floodway Data Table. This LOMR hereby revises
effective FIRM Panel 08013C0535 F dated June 2, 1995; effective FIRM Panel 08013C0555 G dated
October 4,2002; and the affected portions of the FIS report, also dated October 4,2002.
