1) How many acres of land will be protected as open spac:e?

The WI will protect a minimum 15,000 acres ofland as open space, priimarily these types:

, natural areas, including habitat for rare and imperiled species,
, non-game and game wildlife habitat,

and also these types;

,

agricultural lands,
greenways,
urban open space,
community separators, and
buffers.

,

.

.

,

At this time it is not possible to determine how many acrl$ of each typl~ will be protected, but it is
helpful to visualize a parcel of wetlands (much like the onl~s the WI will conserve), perhaps
surrounded by agriculture and near all urban area, teeming with wildlill: (song birds, waterfowl,
shore birds, ampln"bians, small mammals and more). When this parcel is conserved, it becomes
open space, it continues to be open space, ie., the act of protection, tTllllslates to open space.

1.5) To what extent will techniques such as land donation" easements, or other tools be used to
reduce the net outlay for the project?

The heart of the WI is to bring these tools to bear on the c:hallenge of wetlands conservation. The
design of the WI is such that it seeks to maximize efficienl)y in the conservation of wetlands.
Therefore, all known real estate "conservation" techniques will be considered for applicability.
This will occur at several levels in the WI; at the Partner h:vel, at the J10cus Area Committee level,
and at the individual project level TIllis very important a~~)ect of the WI will tackle the challenge
of reducing the cost oflong term protection by using:

, land donations;
, donated conservation easements of many varieties; and
, donated conservation leases (term management a~preements).

2)NA

3) How many acres of new parks will be developed?

It is not anticipated that any new parks will result from the, WI effort. However, there are
possible scenarios that could result in new parks; e.g., a wl~tlands is identified and the landowner
chooses to donate, but ouly if it becomes a State Park. It iis anticipated that acres will be added to

11
