Very soon after, and at times concurrently, the WI concept was developed from concept to action
plan with the help of a GOCO Planning Grant. ATTACHMENT B details the results of the
Planning Grant effort. The very partnerships described in the conceptual WI were being formed
and began doing business during the planing process. Focus Area Committees - truly grassroots
partnerships - were invited to become part of the WI and have since become an integral part of it
(descn"bed in ATI ACHMENT C). These committees have been busy, along with the lead
Partners, identifYing wetlands in need of conservation and formulating wetlands conservation
project ideas. Additionally, the WP Coordinator has been preparing the DOW infrastructure for
this great challenge. For example, communication has been established with several entities
including the DOW's parent agency, the Department of Natural Resources (DNR). Other entities
include the: Environmental Protection Agency (EPA); Natural Resource Conservation Service
(NRCS); US Forest Service (USFS); US Bureau of Land Management (BLM); Army Corps of
Engineers; State Water Engineer; along with several private wetlands conservation companies and
groups such as Audubon and the Colorado Riparian Association. Internally, Wetlands Teams are
being formulated resulting in more effective communication and synergy. The WI Partners have
met repeatedly to work on strategies and processes necessary to make the WI a success. These
are just a few examples of what has already been accomplished. These concepts and the WP are
summarized in ATTACHMENT D and Table L

Table 1.
