<br />COMMUNICATIONS SUMMARY SHEET <br /> <br />The dam operator must be knowledgeable in recognizing an emergency <br />situation or unusual condition and must act immediately to minimize <br />danger--to the structure and to all persons within the immediate area, <br />especially in the downstream channel. The highest ranking individual in the communications net- <br />work at anyone time has the responsibility to make these decisions. <br /> <br />A dairy (tape recording, if possible) of all decisions made and actions <br />taken shall be kept by each reporting level. <br />
