This study is important since it provides the technical
information for enrolling your community into the Regular Phase of the
National Flood Insurance Program (NFIP). The study serves as the basis
for establishing actuarial flood insurance rates and a local Floodplain
Management Program.

This letter is to also formally request, and if approved, confirm our
meeting to present the results of the Preliminary Flood Insurance Study for
your community. The meeting is scheduled for Monday, February 13, 1984,
1:00 p.m. in the City Council Chambers.

Representatives of the Federal Emergency Management Agency and Camp,
Dresser and McKee Which conducted the Study will be present to discuss
the study results and the various aspects of the National Flood Insurance
Program. We would appreciate your review of the study for any possible
deficiencies prior to the meeting. A formal 90-day appeal period will
commence shortly after this public meeting to consider all substantive,
technical appeals Which indicate that these preliminary base 100-year
flood elevations are scientifically incorrect.

The NFIP is interrelated with planning, new construction, bank financing,
insurance, and emergency management; therefore, you are encouraged to
extend invitations to all interested parties. Attached is a press
release you can use to promote the meeting in your local news media.

In the State of Colorado, the enabling legislation to local government
specifies that prior to the regulation of flood hazard areas, it is
necessary that the Colorado Water Conservation Board review and
designate all Flood Insurance Studies. Therefore, it will be necessary
for you to formally request the Board to officially designate the Study.

~
