Box 1575 <br />Colorado Springs, Colorado <br /> <br />Dear Mayor Isaac: <br /> <br />Several preliminary copies of selected profiles for the City of Colorado Springs, <br />El Paso County, Colorado are herewith transmitted for your information and <br />review. This preliminary edition of the study has incorporated into it all <br />necessary changes made as a result of a technical review of the study contractor's <br />preliminary Flood Insurance Study since the Final Community COOrdination Meeting <br />held on February 13, 1984. The study includes certain base flood elevations <br />and was prepared pursuant to provisions of the National Flood Insurance Act <br />of 1968, as amended (Public Law 90-448, signed August 1, 1968). <br /> <br />The purpose of this letter is to notify your community of the proposed' base <br />flood elevations which will be the basis for the flood plain management measures <br />that the community must either adopt or show evidence of being already in <br />effect in order to qualify or remain qualified for partiCipation in the National <br />Flood Insurance Program. <br /> <br />Public notification of the proposed base flood elevation determinations is <br />being given in the Gazette Telegraph on or about July 16, 1984, and July 23, <br />1984. A copy of this notification is enclosed. In addition, a Notice of <br />Proposed Base Flood Elevation Determinations will be published in the Federal <br />Register. <br /> <br />Section 110 of the Flood Disaster Protection Act of 1973 (Public Law 93-234) <br />is intended to assure an equitable balancing of all the interests involved <br />in the setting of flood elevation determinations. The legislation provides <br />for an explicit process of notification and appeals for the community and <br />for private persons prior to this office making the final flood elevation <br />determinations. We have outlined the appeal procedure below for your information <br />at this time. The regulations developed by this Agency to implement Section <br />110 may be found in Title 44, Chapter 1, Part 67, Code of Federal Regulations. <br />Copies of the Act and Regulations are enclosed. <br /> <br />\ <br />
