The District has the <br />authority. to regulate flood plains, but to date has chosen to <br />leave flood plain regulation responsibility with local govern- <br />ments. The report provides a suitable basis for the adoption <br />of land use controls to guide flood plain management, with con- <br />sideration for environmental attributes, and thereby prevent <br />intensification of flood losses. <br /> <br />STUDY AREA DESCRIPTION <br /> <br />Flood water surface elevations and flood plain boundaries are <br />often revised by road and bridge construction, flood plain de- <br />velopment, flood control improvements, or natural processes. <br />Prior to utilization of this report for planning or design pur- <br />poses, the user is advised to contact the Urban Drainage and <br />Flood Control District or the Colorado Water Conservation Board <br />to determine if the information in this report has been amended. <br /> <br />The study area includes the reach of the South Platte River <br />lying within Adams County. This area extends from Franklin <br />Street on the south to Base Line Road on the north and is <br />generally bounded on the east and west sides by Brighton <br />Road and Riverdale Road. The study area also includes a <br />short reach of Sand Creek from the Burlington Canal down to <br />the confluence with the South Platte River. <br /> <br />The report was prepared by Gingery Associates, Inc., Consulting <br />Engineers, Englewood, Colorado, at the request of the Urban <br />Drainage and Flood Control District. Survey control data for <br />the study reach from 1-270 to the Adams/Weld County line was <br />collected and compiled by Merrick and company. The topograph- <br />ical mapping for this reach was prepared by Merrick and Company <br />of Denver, Colorado. The survey control data and mapping for <br />the study reach from 1-270 to the Adams/Denver County line <br />was collected and compiled by Bell Surveying Company and Bell <br />Mapping Company, respectively of Denver, Colorado. <br /> <br />The South Platte River has its source in the high mountainous <br />terrain of the Front Range of the Rocky Mountains along the <br />Continental Divide near Leadville, Colorado. Tributary basins <br />begin as narrow valleys and canyons in the mountainous areas <br />and increase progressively in width toward the lower basin <br />areas on the eastern plains. The South Platte River flows <br />through Adams County in a meandering channel confined along <br />some reaches by levees. Basin elevations range from 14,200 <br />feet MSL at the Continental Divide to. approximately 4950 feet <br />MSL at Base Line Road, the Adams/Weld County Line. The South <br />Platte River basin drains approximately 4900 square miles at <br />Base Line Road. <br /> <br />Acknowledgments <br /> <br />In the reach of the South Platte River lying in Adams County, <br />development in the flood plains is primarily agricultural <br />with occassional sand and gravel mining operations. In the <br />reach from 1.-270 tn Franklin Street, flood plain development <br />consists of meat processing plants, truck farms and the <br />Metropolitan Denver Sewage Treatment Plant. <br /> <br />Photographs of the June, 1965 and May, 1973 floods were <br />provided by the Denver Post newspaper and Hotchkiss, Inc. of <br />Denver, Colorado.
